Location: Any location in proximity to an MSF office/operation. To ensure ease of collaborative work with the HACE team, location between UTC -4 (Eastern Time) and UTC +1 (Central European Time) will be favoured.
Status: The successful candidate will be offered a contract from one of global MSF offices depending on their resident status. The person must be legally authorized to work in that country. MSF is not in the position to support with any work permit process.
The Climate Adaptation Specialist – Hydrology & Flood Risk reports directly to the HACE Lead and plays a critical role in providing hydrological expertise and operational support to MSF projects. This includes analyzing flood risks, developing tools and guidance, facilitating a flood-focused community of practice (Flood CAFÉ), and supporting anticipatory and preparedness actions. The role aims to strengthen MSF’s capacity to anticipate, mitigate, and respond to flooding and water-related hazards that impact health and humanitarian operations.
Key Areas of Responsibility
Provide technical advice and practical support to help MSF teams anticipate, prepare for, and respond to flood risks in the field.
Coordinate and animate the Flood CAFÉ to promote exchange, peer learning, and sharing of operational experiences on floods across the movement.
Develop and share user-friendly, operational tools and guidance to help MSF projects better prepare for and adapt to floods.
Raise awareness and advocate for stronger integration of flood risks into MSF’s operational planning and preparedness.
Knowledge and Experience
Master’s degree in Hydrology, Water Resources Management, Environmental Science, or related discipline, or equivalent professional experience
Demonstrated background in hydrology, water resources, flood risk management, or a related field
Demonstrated experience in applied hydrology, flood modeling/forecasting, or operational flood risk analysis
Familiarity with GIS and spatial analysis tools to support flood mapping and risk assessments
Excellent skills in synthesizing data and translating technical information into actionable recommendations for non-specialist audiences
Proven facilitation skills and experience coordinating communities of practice or technical working groups
Strong interpersonal and communication skills, with the ability to work collaboratively across diverse teams
Education and Language Requirements
Bachelor’s or Master’s degree in Epidemiology, Public Health, Medicine, Climate Science or related field, or equivalent working experience. Candidates with degrees with an infectious disease component will be favoured.
Fluency in English, verbal and written
Proficiency in at least one other language (French, Spanish, Arabic, or Portuguese) is required in order to act as a representative of HACE internationally and support facilitation of various working groups in MSF
